The contract term will be three (3) years, with the option to extend for up to an additional three (3) further years, subject to satisfactory performance and budget availability. The appointed contractor shall deliver a comprehensive servicing and maintenance programme throughout the contract term to ensure all mechanical and electrical assets – including water systems – remain safe, efficient, and compliant with statutory obligations and manufacturer recommendations.

The Framework Agreement is for the supply of hand hygiene products used for the cleansing, disinfection and care of both patient’s and clinician’s hands throughout the NHS including but not limited to Acute (Theatres, Wards, Depts, etc), Community, Ambulance and Mental Health Trusts. Products include, but are not limited to: Hand Wash / Soap Alcohol and Non‑Alcohol Based Hand Disinfectants Moisturisers Repair, Rehydration and Protection Hand Creams and Emollients Antiseptic Hand Wipes Universal Dispenser The universal offering will include the provision of a universal dispenser together with appropriately sized refill products that are compatible with the dispenser. Products will be supplied in a range of formats, including dispenser refills, free‑standing units and personal‑use items. Supply routes include stocked and e‑direct. The Framework Agreement will be established between NHS Supply Chain and one or more appointed suppliers. The Framework will be available for use by NHS trusts, other NHS bodies, and other eligible public sector and healthcare organisations in the United Kingdom. The Framework is being established as an Open Framework in accordance with section 49 of the Procurement Act 2023. The Open Framework scheme will operate for a maximum period of eight (8) years. The initial Framework is expected to be awarded for a period of three (3) years, with an estimated value of approximately £36,000,000 excluding VAT. The Authority may re‑open the Open Framework and award one or more successive Frameworks on substantially the same terms during the Open Framework period, in accordance with the Procurement Act 2023 and the tender documentation. The aggregate estimated total value of contracts awarded across the full eight‑year Open Framework period is approximately £150,100,000 excluding VAT. The final Framework awarded under the Open Framework scheme will expire at the end of the eight‑year period. No guarantee of volume or value is given.

This Dynamic Market is being established for Lancashire County Council, to support countywide works undertaken by Property Services who have a legal duty to assess and control the risk of exposure to legionella bacteria. The Dynamic Market is divided into seven individual parts for a range of Services. Part 1 Legionella Risk Assessment - Contract A (North) Part 2 Legionella Risk Assessment - Contract B (South) Part 3 Water Temperature Monitoring - Contract C (North) Part 4 Water Temperature Monitoring - Contract D (South) Part 5 Legionella Remedial Works - Contract E (Reactive - North) Part 6 Legionella Remedial Works - Contract E (Reactive - South) Part 7 Legionella Remedial Works - Contract F (Planned) Legionella Risk Assessment To manage and mitigate the risk of legionella disease, the Authority appoints service providers to provide annual risk assessments. Water Temperature Monitoring This Service comprises the monitoring of water temperatures along with inspections and related tasks at sites nominated by the Authority to satisfy Health and Safety Guidance 274 ("HSG 274") following legionella water risk assessments undertaken by others. Legionella Remedial Works To undertake Reactive Legionella Remedial works up to a value of £200, as instructed directly by either BECON, District Surveyor or Building Services Engineer, within the allocated geographical area and limited to immediate threats of scalding, rectification of "out of parameter" defects identified by the Legionella Water Monitoring Service Providers. To undertake Planned Legionella Remedial work over £500 to £10,000 following risk assessment and specification of defined scope of remedial work as instructed by the Legionella Control Officer, or Authorised representative, to include all of the above, and :- (i) Investigation surveys to diagnose poor circulation, balancing of systems to improve circulation. (ii) Supply and installation of replacement plant and equipment where this reduces risk. (iii) Chemical disinfection and assurance sampling All successful suppliers will be invited to tender for planned works over £10,000. The supplier that offers the most economically advantageous tender for each tender will be awarded the planned works.
